The journey to and from school should be the safest part of every student’s day. Sadly, more than 39 million times a year, drivers selfishly put children at risk by illegally passing the school bus as students are boarding and disembarking..

More than 200 safety professionals, transportation experts, policy leaders, and educators will convene in Washington, D.C. to ignite a national discussion at the National School Bus Safety Summit. This day-long event will highlight promising practices that combine education and enforcement to protect our children each and every time they board a school bus.

Adkins

Jonathan Adkins, CEO, Governors Highway Safety Association

Jonathan Adkins has 25 years of leadership and advocacy in roadway safety. He is CEO of the Governors Highway Association (GHSA), a national nonprofit that represents state highway safety agencies. Jonathan is responsible for directing GHSA's Washington headquarters office, serving as the association’s chief liaison with federal agencies, and representing the organization on Capitol Hill and with private-sector partners. Jonathan uses his vast experience in roadway safety to benefit partners dedicated to reaching the goal of zero traffic deaths. He has served or serves on a variety of boards and in appointed roles within highway safety and the broader community, including the National Organizations for Youth Safety, the Road to Zero Coalition the National Lifesavers Conference, the National Alliance to Stop Impaired Driving (NASID) and Youthcast Media Group.

Anthony Baldoni, Vice President of Strategic Initiatives, Axon

With over 23 years of experience spanning public safety, critical infrastructure, and state and local government, Anthony Baldoni has dedicated his career to building stronger, safer communities through collaborative information-sharing ecosystems. A U.S. Army veteran, he has worked across multiple technology and operational domains—including mobile computing, GIS mapping, video, alerting, and security—always with a focus on breaking down silos and enabling real-time access to critical data.As the Co-Founder and COO of Fūsus, he helped establish the industry’s leading model for community-based real-time operations, pioneering public-private partnerships that transformed information sharing and collaboration. Rick Birt, Vice President, Government Operations & Safety, BusPatrol

Rick Birt serves as the Vice President of Government Operations & Safety for BusPatrol. In this capacity, Rick supports School Districts, community partners, and government agencies in executing effective safety programs to keep students safe. Through program management and community engagement, heand his team ensure community trust in stop-arm enforcement, aproven countermeasure in protecting our children on their way to school. Prior to his arrival at BusPatrol, Rick Birt served as the Director of the Washington, DC Highway Safety Office (HSO). As the Mayoral appointee responsible for mobility safety, he led evidence-informed countermeasures that ensured the safety of all roadway users.

A life-long advocate for safety, Rick previously served as the President & CEO of Students Against Destructive Decisions (SADD), a national youth prevention and activism organization focused on mobility safety, substance use, personal health and safety, and leadership development. During his time at SADD, Rick authored several publications for teen drivers and adult allies on matters of mobility safety and continues to becalled upon by the media to speak on these matters. Rick remains the youngest person to serve as an elected member of a School District Board of Education. Having served seven years on the Northwestern Local School Board of Education, Rick held the roles of Board President and Vice President, supporting a district-wide school construction project, led collective-bargaining negotiations, and a search for the Superintendent and Chief Executive Officer. He retains his membership as a member of the National SchoolBoard Association and hold the honor of Master Board Member from the Ohio School Board Association.

Rick holds a bachelor’s degree in Political Science and Urban Studies from Wittenberg University and a master’s in public administration from the Ohio State University. Outside the office, Rick can be found as a volunteer at Washington Reagan (DCA) Airport behind the Information Desk and walking the family pup, Phoenix, around the city. Rick and his wife are proud residents and very active in the DC community.

Browning

Dr. Kelly Browning, Executive Director, Impact Teen Drivers

Dr. Kelly K. Browning is a nationally recognized leader in youth risk prevention, injury prevention, and public health education, with more than 30 years of experience advancing evidence-based strategiesthat reduce preventable injuries and fatalities. As the Executive Director of Impact Teen Drivers (ITD) for the past 18 years, Dr. Browning has driven national efforts to change the culture around reckless and distracted driving by championing shared roadway responsibility and empowering communities with innovative, research-based education.

A central pillar of Dr. Browning’s work is forging strong public-private partnerships that leverage the strengths of schools, community organizations, law enforcementagencies, public health institutions, and private-sector partners to address the leading causes of unintentional injury and death for young people. She has collaborated closely with state and national agencies, including highway safety offices, Safe Kids coalitions, school districts, first responder organizations, and nonprofit partners, to design and implement scalable programs that use evidence-based countermeasures and positive community norming to shift behaviors and attitudes. Her leadership has helped communities integrate consistent, high-quality safety messaging across multiple systems, ensuring that interventions have both reach and staying power.

Dr. Browning’s focus on driving innovation in culture change has strengthened collaborative efforts across transportation, education, public health, and safety sectors to build safer systems for all roadway users. Under her leadership, ITD has modernized approaches to public engagement by incorporating digital learning, multilingual resources, co-branded public awareness campaigns, and interactive education modules that address the needs of all roadway users, including students who walk, bike, roll, ride transit, or travel by school bus. She is widely respected for her ability to bring diverse partners together to implement proven solutions that strengthen safety cultures within schools and communities.

Earlier in her career, Dr. Browning served as a middle school principal and worked extensively with youth and families in juvenile justice settings. These experiences shaped her commitment to creating safe environments for children through education, empowerment, and community involvement. She has also conducted research in substance abuse, mental health, homicide, and suicide prevention, informing her multidisciplinary approach to injury prevention and public health.

Dr. Browning holds a Ph.D. in criminology from the University of South Florida and a Master of Public Health from the University of Central Florida. She continues to champion innovative and collaborative strategies that promote safe driving, safe riding, and safe mobility for all.

Bryson

Sharon W. Bryson, Director, Delaware Office of Highway Safety

Sharon Bryson was appointed Director for the Delaware Office of Highway Safety in June 2023, where she and her team focus on reducing crashes through public information, education and enforcement efforts, leveraging her extensive background in transportation safety at the national level. Prior to this she served as the Senior Administrator for the Delaware Emergency Management Agency providing guidance and support to all aspects of the agency’s communication and outreach initiatives.

Sharon retired in December 2021 from federal service where she served as the Managing Director for the National Transportation Safety Board (NTSB). In this role she led a staff of 420 charged with investigations in all modes of transportation including several high-profile crashes such as a fatal Uber autonomous vehicle crash in Arizona, the Scoharie New York limousine crash, the helicopter crash that took the life of Kobe Bryant and 8 others, along with the Rochester Indiana school bus crash.

She currently resides in Frederica, Delaware with her husband, a retired Delaware law enforcement officer. And, her Swiss Mountain dog Franklin.

Judge Michael J. Cassidy

Judge Michael J. Cassidy graduated from law school at the College of William & Mary. Judge Cassidy worked as an Assistant Commonwealth's Attorney before opening a general practice of law in Fairfax, Virginia, and surrounding jurisdictions. Before election as a full time judge he served as a substitute judge in general district and juvenile courts throughout Northern Virginia. After his election to the General District Court for the 19thJudicial District, he served as the chief judge of that court. Since his retirement from the bench after 23 years as a full time judge, he served as a recall judge, filling in for courts in Northern Virginia before his appointment by the Chief Justice of the Virginia Supreme Court to serve as the state’s Judicial Outreach Liaison to the Highway Safety Office. The purpose of the Virginia Judicial Outreach Liaison (SJOL) program is to provide a foundation for the American Bar Association-Judicial Division to focus outreach efforts to educate and inform judges on impaired driving and highway safety issues primarily through peer-to-peer education. In that position he is a liaison between the National Highway Safety Administration, American Bar Association, Virginia Division of Motor Vehicles Highway Safety Office, and the Virginia judiciary.

Chase

Cathy Chase, President, Advocates for Highway and Auto Safety

Cathy Chase is President of Advocates for Highway and Auto Safety (Advocates), an alliance of consumer, health, law enforcement and safety organizations and major property-casualty insurance companies and trade associations.As president, she is responsible for the organization's strategy and daily operations.

Chase brings over 25 years of experience in public policy, law and advocacy across the nonprofit and government sectors. Recognized for her expertise and leadership, Chase frequently testifies before Congress and state legislatures. She was selected for the Women’s Executive Leadership Program at the Impact Center and named a “Person to Watch” by CQ Roll Call in 2019.

Chase has appeared and been quoted in major news outlets, including NBC, ABC,The New York Times,The Wall Street Journal,The Washington PostandPolitico. She is also a published contributor to theAnnals of Advances in Automotive Medicine.

Chase holds a Juris Doctor from The George Washington University Law School and aBachelor of Arts from Rutgers College.

Creppy

Torine Creppy, President, Safe Kids Worldwide

Torine Creppy is the president of Safe Kids Worldwide and the vice president of the Child Health Advocacy Institute (CHAI) at Children’s National. For more than 25 years, Ms. Creppy has dedicated her career to making a meaningful difference in the lives of children and families.

Safe Kids Worldwide is a global nonprofit dedicated to protecting kids from preventable injuries and building sustainablesystems that support injury prevention. As president, Ms. Creppy works with partners, donors, legislators, and community leaders around the world to develop and implement strategic initiatives, create partnerships, and inspire behavior change to keep kids safe at home, at school, at play, and on the way.

CHAI’s mission is to advance policy and systems changes to achieve health outcomes for all children. As vice president, Ms. Creppy leads efforts to elevate children’s policy, strengthen cross-sector collaboration, and ensure that every child—regardless of background—has the opportunity to grow up healthy, safe, and supported. A passionate advocate on Capitol Hill, Ms. Creppy is dedicated to finding innovative ways to reach all families with the education and resources they need to keep their kids healthy and safe.

Ms. Creppy is also a lifetime member of Leadership Greater Washington and a member of Chief, the largest network of senior women executives. She was recognized by Women We Admire as a Top Leader of Washington, D.C.from (2023-2025) and named Nonprofit Leader of the Year in 2024 and 2025.

In her free time, Ms. Creppy volunteers in direct outreach and advocacy supporting homelessness and food insecurity initiatives. She also enjoys reading autobiographies, running 5Ks for causes, mentoring youth, and spending time with her family—especially her teenage son, a senior at DeMatha High School.

Davidson

Emily Davidson, Executive Director, Ohio Traffic Safety Office

Emily Davidson is the Executive Director of the Ohio Traffic Safety Office, a division of the Ohio Department of Public Safety. Prior to this role, she served as the Special Assistant to the Registrar in the Ohio Bureau of Motor Vehicles, and before that, as the Director of Administration and Professional Standards at the Ohio Bureau of Criminal Investigation. She has her law degree from Cleveland-Marshall College of Law. Emily also currently chairs the Ohio Traffic Safety Council and serves on the Governor’s Highway Safety Association Executive Board as the Region 5 Representative.

Assistant Chief Carlos Heraud, MPD, Homeland Security Bureau

Carlos Heraud was promoted to assistant chief in July 2023. He served as assistant chief of the Investigative Services Bureau for almost a year before being transferred to the command of the Homeland Security Bureau in March 2024. Prior to his promotion to assistant chief, Heraud served as commander of the Fourth District.
 
Carlos Heraud joined the Metropolitan Police Department in 2003. After graduating from the Academy, he was assigned to the Fifth District as a patrol officer. In 2012, Carlos Heraud was promoted to the rank of sergeant and assigned to the Third District. While at the Third District, Heraud supervised two of the city’s nightlife units that were responsible for the safety of residents and visitors to the 18th Street and U Street Corridors.
 
In April 2016, Heraud was promoted to the rank of lieutenant and assigned back to the Fifth District where he served as the Patrol Service Area (PSA) manager for PSA 507. In 2016, this PSA saw a 16 percent reduction in overall crime and a seven percent decrease in violent crime, which resulted in PSA 507 receiving the PSA of the Year Award under Heraud’s leadership.
 
In 2017, Carlos Heraud was assigned to the Fifth District Detectives Office, where he managed a team of detectives who investigated many of the crimes that occurred in the Fifth District. In April 2018, Heraud was promoted to the rank of captain and was assigned to the Seventh District. In addition to being a manager in the Seventh District, Heraud also managed one of the six Summer Crime Prevention Initiative Areas in both 2018 and 2019.
 
In May 2020, Heraud was assigned to the Criminal Investigations Division, where he served as captain of the Homicide Branch in the Investigative Services Bureau. The Homicide Branch is responsible for handling every homicide and death investigation in the city.
 
In December 2021, Heraud was promoted to Commander of the Fourth District, where he was responsible for the safety of the residents, businesses and visitors of the Fourth District. Commander Heraud lead the Fourth District members to receive the Violent Crime Reduction Award for 2022, for having the highest reduction of all patrol districts in violent crime.
 
Carlos Heraud enlisted in the United States Marine Corps immediately following high school. He proudly served his country from 1997-2002 and was honorably discharged in 2002 at the rank of sergeant.

Frederick S. Humphries, Jr., Corporate Vice President, U.S. Government Affairs, Microsoft Corporation

Fred Humphries is Corporate Vice President of U.S Government Affairs (USGA) at Microsoft. Under his leadership, USGA provides policy and regulatory expertise, political engagement, and outreach that advances the company’s advocacy goals. Humphries is Microsoft’s chief public policy advocate, internally and externally, on all aspectsof federal, state and civic affairs. He communicates with policymakers on Microsoft’s leadership in fostering economic and job opportunities in the U.S.

As part of his stewardship of a broad, multilateral team, Humphries sets the company’s government engagement strategy on the most pressing policy issues facing the technology industry to earn trust and adapt to regulation, enable inclusive economic growth, and use technology to solve big societal problems. This includes artificial intelligence, cloud computing, privacy, trade, cybersecurity, education, immigration, and emerging technologies.

Humphries first joined Microsoft in 2000 as Director of State Governmental Affairs, building a team responsible for outreach to our nation’s governors, mayors, and local elected officials in every state capital. In that position, Humphries integrated on-the-ground state advocacy work into Microsoft’s overall corporate strategy, in coordination with the public sector, policy and lobbying teams. He was promoted to Microsoft’s Managing Director of U.S. Government Affairs in 2009 and Corporate Vice President in 2015.Humphries received a J.D. from Temple University School of Law and a B.A. in Political Science from Morehouse College.

He proudly serves on the boards of numerous non-profit and public service organizations including Morehouse College Board of Trustees,International Foundation for Electoral Systems, National Association of ManufacturersBoard of Directors, and the Sibley Memorial Hospital Board of Trustees. He is also on the Board of Directors of BusPatrol.

Humphries resides in Washington, D.C. with his wife Kim. They have two adult children.

Hanson

Mike Hanson, Director, Minnesota Department of Public Safety-Office of Traffic Safety

Mike Hanson currently serves as the Director for the Minnesota Department of Public Safety-Office of Traffic Safety and serves as the designated Governor's Highway Safety Representative for Minnesota. Mike was appointed to hiscurrent position in October of 2017. Prior to being appointed as the Director of the Office of Traffic Safety Mike served with the Minnesota State Patrol retiring in 2017 with nearly 34 years of law enforcement experience. During his tenure with the State Patrol he worked in several areas of the State both in the Minneapolis metro area and in greater Minnesota assignments. He retired with the rank of Captain as the District Commander for the West Metropolitan District. Mike also serves as the Chair for the Governor's Highway Safety Association, as a co-chair for the Minnesota Toward Zero Deaths program, and as Chair of the Minnesota Advisory Council on Traffic Safety.

Huffman

Kate Huffman, National Judicial Fellow, ABA

Kate Huffman served for twenty-one years as a General Division Judge on the Montgomery County Common Pleas Court and since 2023 has served on the Ohio Second District Court of Appeals. During her trial court tenure she presided at various times over the Drug Court and the Women’s R.IS.E. court. Judge Huffman teaches as an adjunct faculty member at the University of Dayton School of Law and on the faculty of the National Judicial College. She currently serves as the American Bar Association Judicial Fellow, providing peer-to-peer training on a variety of topics associated with impaired driving. Judge Huffman is also the author of numerous publications, primarily related to impaired driving as well as treatment court issues.

Inman

Erin Inman, Director, National Traffic Law Center, National District Attorneys Association

Erin Inman has dedicated her career to public service, with a focus on educating criminal justice professionals about the dangers of impaired driving and their critical role in reducing injuries and fatalities on America’s roadways. She currently serves asthe Director of the National Traffic Law Center (NTLC) at the National District Attorneys Association (NDAA), where she leads a team in developing training programs and resources to support Traffic Safety Resource Prosecutors (TSRPs) and prosecutors nationwide.

Earlier in her career, Erin was elected as the County Attorney for Prairie County, Montana. She prosecuted a wide range of criminal cases—from traffic violations to homicide while under the influence—and played a key role in child and adult protection teams. Her leadership extended to collaboration as a member of the Eastern Montana Drug Task Force. Following her time as Prairie County Attorney, she served as an Assistant Attorney General at the Montana Law Enforcement Academy, where she developed and delivered training to public safety professionals, including prosecutors, law enforcement officers, corrections officers, and public safety communicators. She then became Montana’s first TSRP, where she builtand implemented the state’s TSRP program from the ground up. In this pioneering role, she significantly enhanced the capacity of prosecutors to effectively handle traffic safety cases involving serious injury, death, and impaired driving. Her work was instrumental in shaping Montana’s response to emerging issues such as cannabis-impaired driving and Bakken boomtown related commercial motor vehicle crashes in rural communities.

Erin began her career in the health sector and military service, including work as a pharmacy technician in the U.S.Army Reserves. She received her Bachelor of Science degree in Soil and Crops Science from Colorado State University andgraduated cum laudefrom Pepperdine Law School.

Jones

Marisa Jones, Managing Director, Safe Routes Partnership

Marisa Jones is the Managing Director of Safe Routes Partnership, the national nonprofit leading the Safe Routes to School movement in the US. With a background in public policy, Marisa leads the organization's policy portfolio, including the Partnership’s legislative strategy on Capitol Hill and with federal agencies.Prior to joining the Safe Routes Partnership, Marisa worked at the Institute for Public Health Innovation, supporting local governments to adopt policies that improve healthy food access and active transportation and at The White House during the Obama Administration, where she specialized in a portfolio of casework related to immigration, housing, personal finance, and education. Marisa completed a Bachelor of Arts in Community Health and Political Science at Tufts University and a Master of Science in Social Policy at the University of Pennsylvania. Marisa is bilingual in Spanish and English.

McGee Hewitt

Molly McGee Hewitt, Executive Director and CEO, National Association for Pupil Transportation

Molly McGee Hewitt is a lifelong champion of public education whose career spans roles as a teacher, administrator, school board member, and association executive. She currently serves as the Executive Director and CEO of the National Association for Pupil Transportation (NAPT) and the NAPT Foundation. Previously, she led the California Association of School Business Officials (CASBO) for 12 years. At NAPT, Molly has strengthened professional development, modernized events and programs, revitalized committee structures, and expanded national advocacy for student-centered transportation policy. A respected thought leader, she has authored four books, written hundreds of articles, and spoken across the U.S. and internationally.Mollyholds a Ph.D. in adult and community education, multiple degrees in organizational development and school business leadership, and the Certified Association Executive (CAE) credential. She serves on several boards, including WRI’s Electric School Bus Initiative advisory council, and has earned more than 200 awards for her service. Her enduring mission is to “empower, encourage, and inspire educational leaders."

Meyers

Justin Meyers, President and Chief Innovation Officer, BusPatrol

Justin Meyers is a seasoned public safety and technology executive with more than two decades of leadership experience across government, law enforcement, and innovation. He currently serves as President and Chief Innovation Officer at BusPatrol, the nation’s largest automated enforcement company and the most deployed AI-powered school bus safety solution in North America. Under his leadership, BusPatrol has expanded nationwide and earned recognition on the2024 and 2025 Deloitte Technology Fast 500™and2025 INC 5000lists, firmly establishing the company as a national leader in public safety technology.

Before joining BusPatrol in 2023, Meyers served as Chief of Operations and Chief of Staff for Public Safety for the City of New York, where he built the New York City Office of Public Safety from the ground up. He oversaw a $30 billion public safety portfolio spanning more than100,000 employeesacross the NYPD, FDNY, Department of Correction, Probation, Emergency Management, the Mayor’s Office of Criminal Justice, the Sheriff’s Office, and more than a dozen additional agencies. As New York City’s Public Safety Tech Czar ,he set the strategic direction for all public safety innovation and technology investments, including those pertaining to the NYPD.

Earlier, Meyers served asChief Executive Officer and Chief of Staff for the Suffolk County District Attorney’s Office and asAssistant Police Commissioner for the Suffolk County Police Department, the 11th largest police department in the United States. In both roles, he helped lead the agencies through historic reform efforts following federal corruption scandals—directing organizational evaluations, establishing new strategic priorities, and helping restore public trust during periods of institutional crisis.

Meyers’ broader government career spans senior roles in technology, innovation, crisis management, turnaround operations, and strategic communications, including service as Assistant Deputy County Executive, Chief of Operations, Director of Communications, and Deputy Receiver of Taxes.

He is also deeply engaged in national public safety and innovation networks. Meyers is a founding member of the United Kingdom’s International Police Research and Innovation Network and serves on the Police Foundation Board of the City of Boston, in addition to advising Police Foundations and public safety organizations across the country.

Karoon has over 15 years of experience in strategy, operations, and technology in various leadership roles.

Before joining BusPatrol, Karoon was Founder and Chief Operating Officer at MOKA, atechnology-enabled advisory firm serving Fortune 500 companies. MOKA’s Strategic Planning technology platform is relied on by the world’s largest consumer businesses as the analytical backbone of their operational decision-making. Prior to MOKA, Karoon was the founder and CEO at Whisp, an e-commerce platform pioneering messaging integration into the point of sale.

Monell

Ryan Monell, Executive Vice President for Government Operations, BusPatrol

Ryan Monell is the Executive Vice President for Government Operations at BusPatrol, where he oversees strategic account management nationwide, the implementation of all new school bus safety programs, and other key initiatives that strengthen partnerships with state and local governments. His career began in the executive and legislative branches of Ohio state government, providing a foundation in public policy and intergovernmental collaboration.

He later served as Chief of Staff to a New York City Council Member, leading legislative and constituent operations in one of the nation’s most dynamic municipalities. In the private sector, Ryan spent over a decade in real estate, directing special operations for more than $2 billion in high-rise residential construction at Gilbane Building Company and serving on the leadership team of a $1 billion emergency restoration project that restored gas service to 35,000 residents in northern Massachusetts. Before joining BusPatrol, he was Vice President for Government Relations at the Real Estate Board of New York, driving advocacy for the city’s leading developers and property owners.

A graduate of The Ohio State University and Columbia University, Ryan resides in Westchester County, New York, with his family. As a father, his passion for child safety is what fuels his commitment to BusPatrol’s mission every day.

Poland

Kristin M. Poland, Acting Director, Office of Highway Safety NTSB

Dr. Poland is the Acting Director of the Office of Highway Safety at the NTSB and leads the Highway Safety investigations and product development, including those addressing collision avoidance, automated vehicle technologies, infrastructure failures, fatigue, impairment, medical fitness, vehicle design, and occupant protection. Through this role she has influenced the safety of numerous vehicles and systems and has testified before Congress on thefederal role of school bus safety. She has led multiple agency-wide working groups and continues to lead the NTSB’s approach to partial and full highway vehicle automation. Previously, she served as thesenior biomechanical engineer in the Vehicle Performance Divisionin the Office of Research and Engineering.She developed the NTSB methodology for occupant kinematics investigations; performed occupant kinematics simulations and injury causation analysis for numerous highway, rail, and aviation crashes.Dr. Poland has published multiple peer reviewed papers addressing many unique aspects of accident investigations and has servedas a technical expert at multiple Board meetings, forums,and investigativehearingsincluding the motorcycle forum, the aging driver forum, the child safety forum, the truck and bus safety forum,and the WMATArail investigativehearing.Dr. Poland earned several prestigious awards at the NTSB including the NTSB Managing Director’s Award (2015), the NTSB Peer Award (2013) and the NTSB Dr. John K. Lauber Award for technical excellence (1999).

Russ Rader is senior vice president for communications at the Insurance Institute for Highway Safety. He joined the Institute in 2001.

Mr. Rader previously worked as public affairs director for the U.S. Consumer Product Safety Commission. He received a bachelor’s degree from the University of Nebraska at Lincoln

Steve Randazzo, Chief Growth Officer, BusPatrol

Steve leads BusPatrol’s expansion initiatives through government relations, sales, and marketing to enhance student safety across the nation.Steve has spent most of his career dedicated to public service, including as a social studies teacher in the Bronx, NY as part of Teach for America; a communications officer in the New York Army National Guard; and as a top deputy to the Suffolk County Executive on Long Island, NY. Steve also served as a management consultant in PwC’s Advisory Practice for several years. He holds a BA from Boston College, a Master’s Degree in Public Policy (MPP) from the Harvard Kennedy School of Government, and a Master’s Degree in Education (M.Ed) from Fordham University.

Sherrard

Sutton Sherrard, National Vice President of Programs, FCCLA

Sutton Sherrard has dedicated her four years in FCCLA to fostering connection, leadership, and opportunity for others. She served as Kentucky FCCLA State President and has contributed to both national and state-level committees, helping guide program development and member engagement. Sutton is passionate about Family and Consumer Sciences education and believes deeply in the power of student leadership to inspire personal growth and community impact.

Her service extends beyond FCCLA into her school and local community. She is involved in the National Honor Society, Beta Club, and the Fellowship of Christian Athletes and serves on her school district’s outreach team. As a competitive Irish dancer, she brings discipline, poise, and focus to every aspect of her life. WALTON

Leah Walton, Transportation Safety Specialist, NTSB

Leah Walton is a Transportation Safety Specialist for the National Transportation Safety Board. Leah began her career in 2001, as the Youth Program Manager for the Minnesota State Office of Mothers Against Drunk Driving (MADD) working on underage drinking prevention programs. She advanced to the MADD National office in Texas in 2003 where she trained thousands of youth advocates and developed underage drinking prevention programs to be implemented nationally.

In 2006, Leah became a part of the federal workforce as a Highway Safety Specialist for the National Highway Traffic Safety Administration (NHTSA), managing grants and cooperative agreements and contracts for pedestrian safety, school bus safety, and impaired driving prevention programs.

Leah joined NTSB in the Office of Safety Recommendations and Communications in 2016. Today she works in the Government & Industry Affairs Division promoting the implementation of NTSB safety recommendations through state legislation tracking and testimony, meeting with government and industry stakeholders, and liaising with lawmakers through the NTSB investigation process. Her areas of expertise are reducing impairment in transportation, speeding on roadways, and vulnerable road user safety.

Leah received the Executive Certificate in Facilitation from the Georgetown University School of Continuing Studies in 2022.

Youssi

Adam Youssi, Supervisor, Howard County Department of Police, Automated Enforcement

Since 2015, Adam has managed the Howard County Department of Police Automated Enforcement Center. He oversees regional operations and advises agencies across Maryland in developing or optimizing automated enforcement programs. Home to one of Maryland’s oldest automated enforcement programs, Howard County has hosted a regional program since 1998, where it houses contractors’ violation processing, mailing and camera technicians operations on-site for itself and statewide partners. During the pandemic, Adam was instrumental to establishing Howard County’s school bus camera enforcement program in collaboration with the Office of Student Transportation. The program successfully launched in March 2021 as schools reopened. Prior to his current role, Adam worked at the cross-section of information technology and history where he established databases and trained organizations in photographic digitization and optical character recognition for historic preservation and research initiates

Daniel Zimmerman, Senior Director of Government Relations and Policy, Governors Highway Safety Association

Daniel Zimmerman is Senior Director of Government Relations and Policy for the Governors Highway Safety Association. He represents the State Highway Safety Offices before federal agencies and Congress to shape national transportation policy, assist statesas they work to address highway safety issues and improve the delivery of federal and state safety programs. He also works with partner organizations to improve road safety and promote GHSA’s objectives.
